The plan to finish it is expected to cost about $2.5 billion, likely funded by the public utility's revenues and adding debt. It was approved after a $20 million internal study on the feasibility of finishing the reactor determined it was already about 60 percent complete.

TVA is developing a Land Management Plan to determine the most suitable uses for TVA-managed public lands surrounding Watts Bar Reservoir. The goal is to identify and evaluate the most suitable use of land under TVA stewardship, consistent with comments and concerns expressed by public agencies, officials, private organizations and individuals. The draft environmental impact statement, identifying TVA’s preferred land use alternative will be released on August 6 and the public comment period is open from August 10 through August 24. TVA representatives will be available at the public meeting to answer questions.
